Learning Objectives
Resource
Manager Challenges:
Examine
the role of the resource manager; his/her
relationship with the command group; his/her
relationship with program directors and other
organizations; methods used by the resource manager
to manage and mitigate risk; methods and issues of
dealing with resource management in a joint
environment; application of leadership / management
principles to resource management; resource manager
role in wartime.
Ethical Challenges:
Examine the
interrelationship of leadership, ethics, internal
controls and management controls in the resource
management environment, examine the internal control
issues involved in the execution of budgets in
peace, war and CONOPS; examine the issues of
internal controls and management controls in an
environment where organizations are ‘cash flowing’
dollars; examine the impact of ethics, internal
controls and management controls in the methods the
Army/DoD develops programs and budgets; and examine
the relationship between ethics, internal controls
and management controls and how the Army/DoD manages
efficiencies.
PPBE Challenges:
Examine the
implication of the ‘Resource equal Requirements’
philosophy impacts the development of ACOM and
Installation/ Activity budgets; examine fixed and
variable cost–to include manpower–and the impact of
these costs on budget formulation and the allocation
of increases and decreases; examine the implication
on the new PPBE process on budget formulation at all
levels and the impacts of potential exclusion of
groups from the process; examine the increased use
of matrix and models and their implication on the
budget formulation at all levels; examine the
requirements for coordination between Army mission
activities, IMCOM, and joint missions on budget
formulation; examine the allocation of efficiencies
in budget formulation and the current philosophy of
transfer of risk to the end user. Examine how the
Army/DoD can migrate core activities back into its
base budget.
Budget Execution Challenges:
Examine the impacts of the new PPBE process on
budget execution at installation/activity level;
examine the impact of fixed and variable costs–to
include manpower–on the allocation of decreases and
unspecified reductions at installation/activity
level; examine the issues of joint operations on
fiscal law and the color of money; examine the
issues caused by ‘cash flow’ and meeting matrix
controls; examine the impact of fences/floors and
other budget controls on fixed and variable costs;
and examine the implication of failed management
efficiencies on budget execution. Examine how the
Army can develop a "culture of cost" and interface
cost in all our decision processes.
People and Manpower Challenges: Examine
the role of the resource manager in the growth and
professional development of RM personnel; examine
how RM personnel can be more multi-disciplined;
examine how interns should be managed and developed;
and examine succession planning and the criticality
of such planning in the current environment.
Group Project
Each group will present a briefing on
a current topic selected by ASA (FM&C).
Discussion with a Senior Resource Manager
Each group will make a 20 minute briefing on their topic to a senior resource manager (SES or General Officer) and will provide feedback and discuss implication of the issue to the Army/DoD.
