Financial Management 101


The purpose of the Army Financial Management 101 course (FM 101) is a new course specifically designed for personnel in the technical financial management series to increase their skills and knowledge in financial and resource management and their basic analytical capabilities.

The course is specifically developed for GS 03 - GS 08s :

  • Series 301: Miscellaneous Admin and Program
  • Series 503: Financial Clerical and Assistance
  • Series 525: Accounting Technicians
  • Series 530: Cash Processing
  • Series 540: Voucher Examining
  • Series 544: Civilian Pay
  • Series 545: Military Pay
  • Series 561: Budget Clerical and Assistance


The course is divided into eight general learning objectives with learning accomplished by lectures, discussion groups, group projects, guest speakers, simulations, and a Capstone Exercise. The eight learning objectives are:

  1. Financial / Resource Management Environment
  2. Organization and Structure of the Army and the FM Community
  3. Principals of Appropriations and Fiscal Law and their Application to Accounting and Budgeting
  4. Principals of Cost and Cost Analysis
  5. Principals of Budgeting and Budget Analysis
  6. Principals of Manpower and Personnel and Manpower Analysis
  7. Principals of Contracting and its Impact on Financial Management
  8. Ethics and Internal Controls
  • Fort Stanwix Capstone Exercise


The FM 101 is conducted by SU. It is 10 days in length; classes are conducted from 0800 to 1600 daily. Students are housed at The Residence Inn by Marriott Syracuse. Classes are conducted at SU's Whitman School of Management. Transportation is provided. Tuition covers all training and training material, housing and some meals.
