Joseph Treglia is a Project Director for the Burton Blatt Institute (BBI) at Syracuse University. Treglia holds appointments as adjunct faculty in both the School of Information Studies and Martin J. Whitman School of Management at Syracuse University. He is Principal investigator (PI), and Co-Investigator, on two sponsored research projects from the New York State Division of Homeland Security and Emergency Services (NYS DHSES) examining County Emergency Communications Governance and Standard Operating Procedures (SOP's) as they relate to crisis response and engagement with traditional and non-traditional stakeholders through the Burton Blatt Institute of the College of Law.

Treglia received his Bachelor of Arts in Political Science, Master of Science in Information Resources Management, and Ph.D. in Information Science and Technology from Syracuse University. Treglia was accorded honorable mention by the NSF Graduate Research Fellowship Program (NSF GRFP) and chosen as NSF Scholar in the Federal Cyber Service Program
