Executive Comptroller Course

The Executive Comptroller Course (ECC) provides mid-level military and civilian resource/financial managers a broad perspective of the core competencies of Defense Financial Management. The course emphasizes the application of those competencies for resource/financial management decision making in the U.S. Army.


The course, consisting of 25 to 30 students, is divided into four general learning objectives with learning accomplished by lectures, discussion groups, group projects, guest speakers, simulations and a Capstone Exercise. Guest speakers address real-time application of skills and challenges facing the Army and DoD, and the Capstone Exercise ties all instruction together, requiring students to apply everything they have learned. Upon completion of the course, 120 CPEs are awarded for resident course and 80 CPEs for virtual course--including four (4) hours of ethics training. The four learning objectives are:

1. RM as Process Manager
2. Managing the Process
3. Managing Under the Constitution
4. Process Integration

The resident course is a three-week program conducted at the Whitman School of Management, Syracuse University, Syracuse, New York, and Syracuse University’s Minnowbrook Conference Center in the Adirondack Mountains.  Classes are conducted from 8 a.m. to 4 p.m. daily with a requirement for several hours of homework each day. Two in-course exams are used to monitor Student progress.  Students arrive the Sunday prior to class and depart the last Friday evening (or Saturday morning). They are housed at a contract facility and Syracuse University’s Minnowbrook Conference Center and transportation by motor coach is provided to training. Tuition covers all training and training material, housing, transportation and some meals. The virtual course is two weeks in length using Zoom.
